Blind driver caught diving again

At first they thought he was just drunk, but the man kept missing the tube for the breath test, then they realized he was blind.

Showing impressive persistence and even more impressive stupidity, an Estonian man who was caught driving a car even though he is blind has been caught doing it it again.
